What approval actually looks like in 2026
Most WhatsApp templates come back approved in 15 to 30 minutes. Meta's own commitment is up to 24 hours, and anything that trips a policy check goes to a human, which typically stretches it to 24 to 48 hours. So a template is not a same-morning asset. If your Eid campaign goes out Thursday, the copy needs to be submitted by Tuesday, not Wednesday night.
The lifecycle has two halves most guides mash together. Before you send: pending, then approved or rejected. After you send: active, then high, medium, or low quality, then paused, then disabled. The first half is about your copy; the second is about how strangers react to it. You can pass review perfectly and still lose the template in a week.
Everything below is what we hit running a live WhatsApp agent for a Dubai studio, plus what we fix in client accounts when a number is already in trouble.
Utility, marketing, authentication: the category sets your bill
Since 1 July 2025 Meta bills per delivered message, not per 24-hour conversation. Category is the price tag.
- Utility. Follows up on something the customer did: booking confirmation, order status, invoice, delivery notice. On published UAE rate cards in 2026 this sits around AED 0.05 per message.
- Authentication. One-time codes only. Also around AED 0.05 in the UAE, with a separate and considerably higher rate for international OTP delivery.
- Marketing. Anything promotional, including a "just checking in" that ends with an offer. The most expensive band, roughly AED 0.15 to 0.18 per message in the UAE.
- Service. Your free-text replies inside the 24-hour customer service window. Free, unlimited, and the reason a conversational agent is cheap to run.
Two details matter more than the rates themselves. Utility templates sent inside an open service window carry no Meta fee, so a confirmation sent while the customer is still chatting with you costs nothing. Rate cards are also revised several times a year, so treat these numbers as the current order of magnitude and pull your provider's live UAE rate card before modelling a campaign.
This is also why category-shopping fails: writing a promo as a utility template to save AED 0.12 a message is the most common rejection we see, and if it slips through review, Meta recategorises it later and bills the marketing rate anyway.
Why templates get rejected
The rejection email says INVALID_FORMAT or TAG_CONTENT_MISMATCH and stops there. Translated into what you actually did:
Variable mechanics. Placeholders must be {{1}}, {{2}}, {{3}} in sequence with no gaps. Two variables cannot sit side by side. The body cannot start or end with one. No #, $ or % inside the placeholder.
Unexplained variables. If a reviewer cannot tell what fills {{2}}, it fails. Sample values in the submission form are not optional decoration.
Wrong category. Discounts, invitations, "book now", "limited slots" are marketing regardless of what you ticked.
Promises. Guaranteed results, refunds, or visa outcomes. Regulated-sounding claims get manual review and usually a no.
Sensitive data requests. Card number, CVV, passwords, full bank details, ID document numbers typed into a chat. Instant rejection, and correctly so.
Authentication that is not authentication. Auth templates must use Meta's preset body plus an OTP button: no URLs, no media, no emoji, code length capped at 15 characters. Adding a link to your website turns a clean approval into a rejection.
Formatting junk. More than four consecutive spaces, stacked blank lines, or an emoji count into double digits.
Ten checks before you hit submit
- Read the placeholders aloud in order: sequential, no gaps, none adjacent, none at the very start or end of the body.
- Fill a sample value for every variable in the submission form. If you cannot name what goes in it, neither can the reviewer.
- Scan for an offer, a discount, an invitation, or any nudge to buy. If one exists, the category is Marketing; change the tick box, not the copy.
- Delete every guarantee and superlative. "Confirmed", "scheduled", "ready" pass. "Best", "guaranteed", "you will get" do not.
- Delete every request for a card number, CVV, password, or ID document number. Payment goes through a link, never typed digits.
- For authentication templates, use only the preset body and an OTP button.
- Run a formatting pass: no runs of four-plus spaces, no double blank lines, emojis in single digits.
- Open every button URL in a browser. A variable inside a URL must be a path or query suffix, not the whole link.
- Submit each language as its own template and have a native speaker read the Arabic; English approval does not carry over, and a literal translation of "book now" often lands in a different category.
- Version the name (
booking_confirm_v3). A deleted name is locked for roughly 30 days, so burningbooking_confirmon a rejected draft costs you a month.
One template, before and after
Rejected: Hi {{1}}, amazing offers this month! Up to 50% off, book now and get the best rate in Dubai {{2}}
Four problems in one line: promotional copy submitted as Utility, a superlative claim, an unexplained {{2}}, and the body ending on a variable.
Approved: Your booking at {{1}} is confirmed for {{2}}. Access details and parking instructions follow in the next message. To move the slot, reply RESCHEDULE.
What changed: Utility fits because the message follows a real customer action, both variables have obvious purposes, there is no claim or offer, and the body ends on plain text.
Quality rating: what really drops it
Quality rating is not an engagement score; it is a complaint score. What moves it down is people blocking your number, reporting the message, or choosing a negative reason when they block. Low read rates contribute to pausing, but a quiet audience that never blocks you will not tank a number the way 40 blocks in a morning will.
Colours in WhatsApp Manager run green (high or pending), yellow (medium), red (low). When a template hits low quality, Meta pauses it automatically to protect the numbers using it. The commonly documented ladder: a 3-hour first pause, 6 hours on the second low-quality evaluation, then permanent disabling on the third. Disabled templates cannot be sent, and rewriting the same copy under a new name usually earns the same outcome.
One thing that surprises Dubai owners: the rating attaches to the phone number, and since October 2025 the messaging limit is calculated across the whole business portfolio. Spinning up a second number to escape a damaged one no longer buys you fresh capacity.
Messaging limits and tiers
The limit counts unique customers you can start a conversation with in a rolling 24 hours; it does not count replies inside an open service window, which are unlimited and free.
- 250 unique customers per day before business verification.
- 1,000 after verification (some provider docs report 2,000, so check what your own dashboard shows).
- 10,000, then 100,000, then unlimited, as volume grows and quality holds.
You move up by sending consistently at your ceiling with a healthy quality rating. Meta re-evaluates accounts frequently, reported at roughly every 6 hours in 2026 versus 24 to 48 hours previously, so a good week is rewarded quickly and a bad one is punished just as fast.
The first 24 hours after a pause
This is where most businesses make it worse. What we do, in order:
Stop the template and every near-identical sibling; a second version on the same number compounds the signal. Pull the last 500 recipients and count how many never messaged you first: recycled lists and scraped numbers are almost always the cause.
Cut marketing sends to zero for 24 to 48 hours, but keep utility templates running when genuinely triggered by a customer action. They carry the lowest complaint rate and keep the number alive. Answer inbound messages fast: free service-window replies and real two-way conversations pull a rating back toward green faster than anything else, and a number that talks to people who wrote to it recovers.
Do not clone the template onto a second portfolio number or delete and resubmit identical copy under a new name. Appeal only when you can explain concretely why the decision was wrong.
Paused templates return on their own once the window expires, and the quality rating recalculates on a rolling window commonly cited as around 7 days, so patience is part of the fix.
What Dubai adds
Send time in GST. Federal government offices moved to a four-and-a-half-day week in January 2022, with the weekend running from Friday afternoon through Sunday. MOHRE never mandated the shift for private companies, but most followed anyway; many still run a shorter Friday with a prayer break around midday. A reminder landing at 12:30 on Friday performs worse than the same message at 10:00 on Tuesday.
Ramadan. Working hours are reduced, decision-making shifts later in the day, and a promotional blast timed near iftar reads as intrusive. Utility templates stay fine because they answer something the customer started.
Arabic. Every language version is a separate template with its own review and quality rating. Budget the extra approval cycle, and never machine-translate a template that took three attempts to get approved in English.
What a service business actually needs
Our own WhatsApp agent handles studio rental bookings in Dubai around the clock, and after two years the working template set is four items: booking confirmation, day-before reminder, payment link, and one marketing template for quotes that went quiet. Everything else happens inside the 24-hour service window, so it costs nothing and needs no approval.
The pattern generalises. If you are writing more than five or six templates, most of them should be free-form replies from a WhatsApp AI sales agent instead. Templates are for reaching people who are not currently talking to you. Conversation is for everyone else, and it is the cheaper half of the bill.
If your templates keep getting rejected or your number sits at medium quality, the copy is a symptom and the list is usually the disease. A growth audit from AED 3,000 reads your actual send history and opt-in sources before anyone rewrites a word, and process automation starts at AED 6,000 setup plus AED 1,200 a month when the fix is wiring triggers to real customer actions instead of scheduled blasts.
