# Mobile app development cost in Dubai: honest bands and what sits inside them
Mobile app development cost in Dubai runs from about AED 18,000 for a thin first version to AED 735,000 for a complex build with API and AI integrations. Most business apps land between AED 92,000 and AED 294,000 across two to five months. Those are reported market bands from Dubai development firms in 2026, not our rate card.
The band on its own tells you very little. Every quote you receive is hours multiplied by an hourly rate, plus a set of lines that only show up after launch. Once you can read those two things, an AED 90,000 quote and an AED 260,000 quote for the same brief stop being a mystery and start being a decision.
Our own numbers are published rather than gated: from AED 9,000 for an internal tool or prototype and from AED 18,000 for an MVP, both at about two weeks with the scope fixed in writing.
Quick reference: Mobile app development cost in Dubai in 2026 runs roughly AED 18,000 to 92,000 for an MVP (6 to 8 weeks), AED 92,000 to 294,000 for a mid-market business app (2 to 5 months), and AED 294,000 to 735,000 for complex builds (5 to 9 months). Dubai studios bill AED 400 to 900 per hour; offshore teams with UAE project experience bill AED 90 to 180 per hour. Across three years, total cost of ownership typically reaches 1.8x to 3x the build price.
What a Dubai app quote is actually made of
A mid-market booking app, cross-platform, twelve screens, one payment gateway and push notifications, takes roughly 480 engineering hours. Here is where those hours go, priced at a Dubai studio rate and at the blended rate a mixed local and offshore team charges.
| Line item | Hours | At AED 400/hr | At AED 250/hr | |---|---|---|---| | Discovery and specification | 30 | 12,000 | 7,500 | | UI and UX design | 70 | 28,000 | 17,500 | | Cross-platform front end | 150 | 60,000 | 37,500 | | Backend and API | 110 | 44,000 | 27,500 | | Payments, push, analytics | 45 | 18,000 | 11,250 | | QA and device testing | 50 | 20,000 | 12,500 | | Project management and handover | 25 | 10,000 | 6,250 | | Total | 480 | 192,000 | 120,000 |
Same brief. Same feature list. AED 72,000 of difference, produced entirely by who sits in the chair. Design eats 15 to 25 percent of hours on most builds, which is why a quote with a suspiciously cheap design line usually means a template with your logo on it.
Ask any firm for this table. A team that has scoped the work can produce it in a day. A team that answers with a single number and a payment schedule has not scoped anything yet.
Bands by what you are actually building
"Mid-level app" is the vaguest phrase in this industry. Sorting by what the thing does is more useful.
| App type | Realistic band (AED) | Timeline | Engineering hours | |---|---|---|---| | Single-purpose internal or field tool | 18,000 – 92,000 | 6 – 8 weeks | 100 – 350 | | Booking or on-demand services app | 92,000 – 294,000 | 2 – 5 months | 350 – 700 | | E-commerce app with catalogue and payments | 120,000 – 294,000 | 3 – 5 months | 450 – 900 | | Two-sided marketplace with wallet and dispatch | 294,000 – 735,000 | 5 – 9 months | 900 – 1,600 | | Regulated or enterprise multi-team build | 735,000 – 1,470,000+ | 9 – 18 months | 2,000+ |

Why the same app costs three times less two time zones away
Hourly rates explain most of the spread you see in proposals. Dubai-based studios bill AED 400 to 900 per hour. Offshore teams with genuine UAE project experience bill AED 90 to 180 for comparable engineering. Freelance projects in the emirate land anywhere between AED 30,000 and AED 180,000, and the variance there is mostly about seniority and how much QA gets skipped.
Run the 480-hour build through each:
| Route | Cost of 480 hours | What you carry | |---|---|---| | Dubai studio at AED 400/hr | 192,000 | Local accountability, in-person reviews, higher overhead | | Blended local and offshore at AED 250/hr | 120,000 | One point of contact, two time zones to manage | | Offshore at AED 120/hr | 57,600 | Roughly 70 percent below the Dubai-studio route, coordination and QA risk on you |
Offshore delivery works. I have shipped with distributed teams for years. What it does not do is remove the work, it moves the work onto you: tighter specs, closer review, and the cost of a misread requirement that burns two weeks. Price that time honestly before calling offshore cheap.
The years nobody puts in the proposal
Build price is a first-year line item pretending to be the whole cost. Market convention in Dubai is 15 to 25 percent of build per year for maintenance, and that only covers bug fixes, OS updates and security patches. New features are billed separately, and in our experience every live app collects three to five of them a year.
Here is an AED 150,000 build carried across three years.
| Line | Year 1 | Year 2 | Year 3 | |---|---|---|---| | Build | 150,000 | 0 | 0 | | Maintenance (15 – 25%) | 22,500 – 37,500 | 22,500 – 37,500 | 22,500 – 37,500 | | Hosting and infrastructure | 8,000 – 30,000 | 8,000 – 30,000 | 8,000 – 30,000 | | New features | in build | 15,000 – 40,000 | 15,000 – 40,000 | | Store fees and certificates | 400 – 4,000 | 400 – 4,000 | 400 – 4,000 | | Year total | 180,900 – 221,500 | 45,900 – 111,500 | 45,900 – 111,500 |
Three-year total: roughly AED 273,000 to AED 445,000 on a build quoted at AED 150,000. Apple charges around AED 365 a year for a developer account and Google Play takes a one-off of about AED 92, so the store line stays small until enterprise certificates and renewals enter the picture. Hosting is the one that surprises people: the range above is typical, but a busy app with heavy data volume can push past AED 60,000 a year on its own.
Two proposals at AED 150,000 and AED 190,000 can swap places entirely on the three-year number if one includes maintenance and the other starts billing hourly on day 31. Ask for the twelve-month and thirty-six-month figures in writing before you compare anything.
Four things that move the number more than your feature list
Arabic and right-to-left support. This is a layout rebuild rather than a translation job, and it adds 15 to 25 percent to design effort. Decide at scoping. Retrofitting RTL in month four is the most common rework line I see on UAE projects.
PDPL work. Building UAE personal data protection handling in from day one costs roughly AED 15,000 to 30,000. Deferring it and retrofitting after launch runs AED 45,000 to 90,000, because data mapping, consent flows and deletion paths all touch code that already shipped.
Native versus cross-platform. Flutter or React Native cuts 30 to 40 percent off the cost of building two native apps, and for most business tools nobody can tell. Go native when you need heavy device hardware, complex offline behaviour or high-frame-rate graphics.
Payment gateway integration. Budget AED 11,000 to 29,000 as a separate line. Firms that fold it vaguely into "backend" are the ones who bill it hourly in month three.
How to audit a quote in ten minutes
Divide the quoted price by the hours the firm gives you. If they will not give hours, there is nothing to audit and the number is a guess. An implied rate above AED 900 needs a reason beyond reputation. An implied rate near AED 90 means offshore delivery, which is fine as long as you know it and price your own review time.
Then check four things: who owns the repository from day one, what the thirty-six-month figure looks like, which of PDPL and Arabic are inside the number, and what happens on a Friday night outage. Resellers answer the first three vaguely and the fourth with a promise.
Before you spend AED 150,000, check you need an app
We run a photo studio in Dubai Investment Park. It takes bookings, quotes, deposits and reminders through a WhatsApp agent connected to CRM and payment links, running at about AED 67,600 net a month with ROAS around 5x. The whole thing runs without an app: nothing to install, and no store review sitting between a fix and the customer.
That matters because a large share of the app briefs I read describe a process problem: enquiries going cold overnight, bookings retyped by hand between a chat and a spreadsheet, invoices chased on Sunday. Connecting the systems you already run costs from AED 6,000 setup and AED 1,200 a month through one process on autopilot, and it goes live in one to three weeks instead of five months.
When you do need software, the two-week build is AED 9,000 for an internal tool or prototype and AED 18,000 for an MVP, fixed scope, fixed price, repository handed to you with two weeks of fixes after handover. Every line the AI writes gets reviewed by an engineer before it touches data or customers, which is the difference between a demo and something you can put in front of a paying client.
If the brief is still forming, a Growth Audit at AED 3,000 maps the process first. Cheaper than discovering in month four that the app automated the wrong thing.
