A free CRM will run a Dubai small business for somewhere between six and eighteen months, and then it stops for one of four reasons: a third or fourth person needs a login, the database passes a few thousand records, you need the system to send a follow-up by itself, or you need WhatsApp inside it. Paid entry pricing is lower than most founders expect, roughly AED 33 to AED 91 per user per month on annual billing. The bill that actually hurts sits somewhere else, in the WhatsApp layer on top, which runs AED 400 to AED 1,200 a month before a single message is sent.

Vendors repackage tiers often, so treat every figure as a checkpoint to verify, not a quote.

What a free CRM actually covers in the first year

A free CRM plan is a permanently free tier of a commercial CRM, limited by user count, record count, automation, or all three, and intended to get a team onto the platform before it needs the paid features. It is not a trial. Free plans from Zoho, HubSpot, Bitrix24 and Freshsales run indefinitely as long as you stay inside the caps.

For a founder plus one salesperson, that is genuinely enough. You get contact and deal records, a pipeline with stages, notes and tasks, basic email logging, and a place where a lead exists as a record rather than as an unread WhatsApp message. Compared with a shared Excel file on a laptop, this is a large upgrade for zero dirhams.

Two things stay true on every free plan we have set up in Dubai. The system will hold your data fine. It will not do any work for you. Every reminder, every follow-up, every handover between two people is still a human remembering to act, which is exactly the part that fails at 9pm on a Thursday when a real estate enquiry comes in and the agent is at dinner.

That gap has a price we can put a number on. For a small service team we budget around AED 2,000 a month of salary time spent copying data between tools, and around AED 4,100 a month lost on leads answered too slowly or never answered at all. Both numbers exist whether or not you pay for software. A free plan does not reduce them.

The four ceilings where a free plan stops

Free tiers do not degrade gradually. They hit a wall on a specific day, usually the day you hire someone or the day a campaign works.

The user cap

This is the most common wall and the earliest one. Zoho CRM free stops at three users. Freshsales free stops at three. HubSpot lets more people into the account but caps the free sales tools, so the second and third salesperson lose the pieces they actually need. Bitrix24 is the exception here with unlimited users on free, which is why it keeps showing up in Dubai offices with fifteen staff and no CRM budget.

Three users sounds like a lot when you are two people. It is one hire away from being a problem, and the hire is usually the reason you needed a CRM in the first place.

The record cap

Zoho CRM free is documented at around 5,000 records across modules. Five thousand feels enormous on day one. Run paid ads for eight months at 300 leads a month, import an old contact list, and you are past it. Nothing dramatic happens: imports start failing, and someone starts deleting old leads to make room, which quietly destroys the only history you had about which channel produced customers.

The automation cap

This is the ceiling that costs the most money and gets noticed the least. HubSpot free has no workflow automation. Bitrix24 free has no automation rules or triggers. Zoho free allows a small number of workflow rules and has changed that count more than once, so confirm the current limit before you plan around it.

Without automation, none of the following happens on its own: the quote follow-up two days later, the reminder before the appointment, the reassignment when a lead sits untouched for an hour, the alert when a deal has been in Proposal for three weeks. In Dubai the first one matters most, because a customer who asked for a price on Saturday morning has already bought from someone else by Monday.

The email and branding cap

HubSpot free caps marketing email at 2,000 sends a month and stamps HubSpot branding on every form, email, chat widget and meeting link you publish. For a B2C business in Dubai sending a monthly offer to 6,000 contacts, the send cap alone forces an upgrade regardless of anything else in this article.

HubSpot free and what leaving it costs

HubSpot free is the best-designed free CRM on the market, and it is also the reason a lot of Dubai founders believe HubSpot is cheap. The free tier gives you contacts, deals, tickets, forms and live chat, one deal pipeline, ten custom properties, and the 2,000 monthly marketing email sends mentioned above. No workflows.

The exit price, on list pricing checked in August 2026: Starter around USD 20 per seat per month on annual billing, about AED 73. Sales Professional and Service Professional around USD 100 per seat, about AED 367. Above Starter, HubSpot also charges a mandatory one-time onboarding fee, around USD 3,000 on Professional, roughly AED 11,000. That fee buys guidance calls from HubSpot. It does not buy anyone building your pipelines or migrating your data.

So the jump from free to a working Professional setup for four people is about AED 17,600 a year in licences plus AED 11,000 once, before implementation. Starter for the same four people is about AED 3,500 a year, which is a completely different conversation. Most Dubai SMBs that upgrade from HubSpot free belong on Starter and get quoted Professional, because Professional is where the automation limits stop being annoying.

Zoho, Bitrix24, Freshsales, Pipedrive and Odoo on free

List pricing below is annual billing in August 2026, converted at 3.67. Monthly billing runs roughly 20 to 40 percent higher on every platform here.

Zoho CRM

  • Free: 3 users, around 5,000 records, a small number of workflow rules, no Zia AI, no custom modules.
  • Standard: USD 14 per user per month, about AED 51. Adds scoring rules, multiple pipelines, custom dashboards.
  • Professional: USD 23 per user, about AED 84. Adds inventory, unlimited records, deeper email integration.
  • Enterprise: USD 40 per user, about AED 147. Adds custom modules and the AI layer.
  • Monthly billing instead of annual: roughly USD 20, 35 and 50 for those tiers, about AED 73, AED 128 and AED 184.

Zoho Standard at four users is AED 204 a month, AED 2,448 a year. That is the cheapest credible answer to "we outgrew free" for most Dubai SMBs, and it is the tier we configure most often here.

Bitrix24

  • Free: unlimited users, 5 GB storage, CRM records, tasks, chat, shared calendars. No automation rules, no triggers.
  • Basic: around USD 49 a month billed annually for the whole 5-user plan, about AED 180 a month total, not per user. Monthly billing around USD 61, about AED 224.

The flat pricing model is the reason Bitrix24 wins on cost in Dubai offices with many light users, such as a clinic where six reception staff all need to see the same enquiry. The tradeoff is a heavier interface and a steeper learning curve than Zoho or Pipedrive, which shows up as an adoption problem rather than an invoice.

Freshsales

  • Free: up to 3 users, contact and deal management, no meaningful automation.
  • Growth: USD 9 per user per month annually, about AED 33. Monthly around USD 11, about AED 40.

At AED 33 per user this is the cheapest paid entry point of the five, and for a small outbound-light sales team it holds up. Check the automation quota on Growth against your actual follow-up sequences before committing, because that is where the tier boundary sits.

Pipedrive

  • No free plan at all. A 14-day trial, then you pay.
  • Lite: USD 14 per seat per month annually, about AED 51. Monthly USD 24, about AED 88.

Pipedrive belongs on this list precisely because it has no free tier. Teams that pick it are not choosing between free and paid, they are choosing a pipeline-first tool and accepting AED 2,448 a year for four seats from day one. That is roughly the price of two hours of a Dubai fit-out contractor's time, which is a useful frame when someone argues the licence is expensive.

Odoo

  • One App Free: one app, unlimited users, Odoo Online hosting, no licence fee. Take CRM as your one app and you have a free CRM with no user cap.
  • Standard: around USD 24.90 per user per month in the first year, about AED 91, renewing near USD 31.10, about AED 114.

Two warnings on Odoo. The published price is an introductory rate on initial users, and the renewal is roughly 25 percent higher, so budget the renewal figure. And Odoo prices by geography across a dozen regional pricelists, so the UAE number you see at signup may not match the US list price that most comparison pieces quote. Confirm at checkout.

The line nobody prices: WhatsApp on top of the CRM

Every comparison of CRM pricing for Dubai stops at the licence. In this market, the licence is not the biggest line. Most enquiries here arrive on WhatsApp, and a CRM that cannot see WhatsApp is a CRM that cannot see your business.

Putting WhatsApp inside a CRM properly means the WhatsApp Business API through a Business Solution Provider, and that carries two separate costs.

The platform subscription runs roughly AED 400 to AED 1,200 a month in the UAE depending on the provider and the seat count. That is AED 4,800 to AED 14,400 a year, before anyone sends anything. Compare that with Zoho Standard for four users at AED 2,448 a year and the shape of the problem is obvious: the connector costs two to six times the CRM.

Then Meta's per-message fees. Since 1 July 2025 billing is per message rather than per 24-hour conversation. At UAE rates, a marketing template is around USD 0.0499, about AED 0.18, and a utility template is around USD 0.0157, about AED 0.06. Service replies inside the 24-hour customer service window are free, which matters more than the rate card: if your system answers people while their window is open, most of your traffic costs nothing per message. Most BSPs add a markup of 10 percent upward on top of Meta's base rate, so verify what your provider actually charges rather than quoting Meta's card back to yourself.

Run the arithmetic on a real Dubai volume. Four hundred enquiries a month, of which 120 book, each booking getting a confirmation, a reminder and a payment link as utility templates. That is 360 utility messages at AED 0.06, about AED 22. Add a monthly re-engagement push of 300 marketing templates at AED 0.18, about AED 54. Total message fees under AED 100 a month.

So at SMB volume the per-message rate is noise and the platform subscription is the entire cost. That flips at scale: 5,000 marketing templates a month is AED 900 in message fees alone, and at that point the rate card matters more than the subscription. When paying gets cheaper than staying free

Take a four-person Dubai service business, 6,000 contacts, 400 enquiries a month, ads running. Free tiers are already out: Zoho free caps at three users and 5,000 records, HubSpot free has no automation to chase the quotes, Bitrix24 free would hold the users but not automate a thing.

Year one on paid, costed honestly:

  • Zoho CRM Standard, 4 users: AED 2,448
  • WhatsApp BSP subscription: AED 4,800 to AED 14,400
  • Meta message fees at this volume: AED 960 to AED 1,800
  • One-time data migration and setup: AED 3,000 to AED 10,000

That lands between roughly AED 11,200 and AED 28,600 for the first year. The CRM licence is 9 to 22 percent of it. Everyone argues about the 9 to 22 percent and nobody prices the rest, which is how a project that was quoted as "Zoho, AED 200 a month" becomes an awkward conversation in month three.

Now the other side of the ledger. On our own budgeting for a team this size, the manual-work line is around AED 2,000 a month and the slow-lead line is around AED 4,100 a month. That is AED 73,200 a year of cost that exists whether or not you buy software. You do not recover all of it by paying for a CRM, and anyone claiming otherwise is selling. Recovering a third of it covers the entire year-one bill twice over.

The decision rule we use: pay when the free plan is forcing a human to do a scheduled, repeatable action. A human deciding who to call is judgement, worth paying a salary for. A human remembering to send a reminder is a cron job with a payroll number attached.

Costing twelve months instead of one

The monthly per-user price is the number vendors compete on and the least useful number in the decision. Before you pick, put these eight lines in one place and total them for twelve months.

  1. Licence: users times monthly price times 12, on annual billing. Add the 20 to 40 percent penalty if you insist on paying monthly.
  2. The seat you will add. If you plan to hire one salesperson this year, cost five seats, not four.
  3. Mandatory onboarding fees. HubSpot charges one above Starter, around AED 11,000 on Professional.
  4. Data migration and cleanup: AED 3,000 to AED 10,000 for a typical Dubai SMB dataset, and it is driven by deduplication rather than file transfer.
  5. WhatsApp platform subscription: AED 4,800 to AED 14,400 a year.
  6. Message fees, split by template category, at your real monthly volume.

  8. The renewal price rather than the introductory price, on any vendor that discounts year one.

Two habits save real money here. Pay annually if the platform is going to survive twelve months, because the monthly premium is 20 to 40 percent on every tool in this article. And buy the tier you need for the automations you can name today, not the tier that covers automations you might build later. Upgrades take five minutes. Downgrades take an argument with a renewals team.

What to move first when you leave the spreadsheets

Migration order decides whether the team adopts the system or quietly keeps working out of chat. Move in this sequence.

Contacts with normalised phone numbers first. UAE mobile numbers arrive in at least four formats, 050, 0501234567, +971 50, 97150, and a CRM that treats them as different people will show you a duplicate rate in the 20 to 30 percent band. Normalise everything to E.164 before import, not after, because merging afterwards is manual work you will be paying for at AED 2,000 a month. Open deals second, with a stage and an owner on every single one. Deals with no owner are how a pipeline becomes a graveyard in week two.

Source tags third. Every record needs to carry where it came from, because the moment you cannot answer "which channel produced last month's paying customers", your ad budget is being steered blind.

Historical closed deals last, or never. Most Dubai SMBs import three years of dead records because it feels responsible, then spend the migration budget cleaning data nobody will ever open. Two years of closed-won is plenty.

Everything older stays in the export file. It costs nothing to keep a CSV.
